Utility Bill Payment Options

On January 1st, 2014 the city changed its deposit Policy to encourage residents and business owners to sign up for Autopay. The city will now waive the $200 deposit for residents or $300 deposit for business owners who sign up for Autopay. There are many benefits to the Autopay program. These benefits include the ability to "set it and forget it" knowing that you don't have to lift a finger and your payment will still be made on time each month. Since this policy change the city has seen a decrease in fees, the number of customers getting disconnected, and the amount of uncollectable accounts being written off. These are great results for everyone. Fewer fees for residents means more money in their pockets.

However, this new policy has lead to some heartache. Our Autopay program is processed via ACH. This means that the city will pull the money out of you checking or savings account on the 20th of each month. During the business days following the 20th, the city is notified of the payments that were returned due to insufficient funds or other reasons. These returns create a lot of additional work for our office staff. For this reason the city charges a $20 returned payment fee, the same fee that we charge a returned check. The city will also require the $200 deposit that was waived when signing in. This means that if you have an Autopay returned, you will be required to pay the original amount of your utility bill, a $20 returned payment fee, and the $200 deposit. This is a situation that neither the city nor you would want to be in. It is important to remember that because the city is willing to waive the protection of the $200 deposit, it is assumed that the Autopay program will guarantee payment of the utility bill.

What about those of you who would like to avoid the $200 deposit yet still pay another way? You will still need to sign up for Autopay through the city, but as long as you pay your bill in full by the 15th of the month, our system will indicate a zero balance and won't request payment from your bank. You can even sign up for our 3rd Party Online Payer, Xpress Bill Pay's Autopay. If you pay between the 16th and the 20th of the month your Autopay will still process on the 20th and you will double pay your bill.

For convenience in paying your Spanish Fork City Utility Bill we offer several options in addition to the regular mail option:

  1. AutoPay — The city will automatically deduct payment from your checking or savings account on the 20th of each month. Click here to learn more and sign up.
  2. Drop Box — Payment may be left in the tan utility drop box located in the west parking lot of the City Office.
  3. Pay-by-phone — For residential accounts only. You may pay your bill over the phone with a credit card by calling 1-800-785-5195. This will connect you with our payment partner, XpressBillPay. A $3 fee applies for processing your payment over the phone.
  4. In-Office — Visit our office at 40 South Main Street, Monday-Friday 8 am to 5 pm.
  5. Online Payment — For residential accounts only. Visit our payment partner, XpressBillPay.

*Please keep in mind before you pay with a credit card that the city pays merchant fees to process your card payment. By choosing an alternative payment option you help the city keep your utility fees lower.
